Notes to SEFA

The accompanying Schedule of Expenditures of Federal Awards (the Schedule) includes the federal award activity of the Flint Housing Commission under programs of the federal government for the year ended June 30, 2025. The information in the schedule is prepared in accordance with the requirements of Title 2 U.S. Code of Federal Regulations (CFR) Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance). Because the Schedule presents only a selected portion of the operations of the Flint Housing Commission, it is not intended to and does not present the financial position, change in net position, or cash flows of the Flint Housing Commission.
Expenditures reported on the Schedule are reported on the accrual basis of accounting. Such expenditures are recognized following cost principles contained in the Uniform Guidance, wherein certain types of expenditures are may or may not be allowed or are limited as to reimbursement.
The Commission has elected to use the 10% De Minimis Indirect Cost Rate allowed under the Uniform Guidance.

Finding Details

Finding 2025-001
It was noted in our review of HCVP Housing Choice Voucher tenants files that during recertification some of the required information was missing. The Commission did not ensure that all required information was completed and received. We recommend adequate controls over the completing of recertification of HCVP Housing Choice Vouchers Program tenants to ensure compliance with the program. The Commission will review their internal control policies for compliance with HCVP Housing Choice Vouchers Program tenant recertification process. It was noted in our review of PIH Family Self-Sufficiency Program tenants files that during recertification some of the required information was missing. The Commission did not ensure that all required information was completed and received. See corrective action plan for management full response.

The Commission did not ensure that all required information was completed and received. We recommend adequate controls over the completing of recertification of Resident Opportunity and Supportive Services - Service Coordinators Program tenants to ensure compliance with the program. Finding 2025-004
It was noted in our review of board minutes that a current Board Member has broken their ethical responsibility and behavior of misconduct. This requires the Housing Commission to request removal of the Board Member immediately by the City Council of Flint. The Commission did not ensure that the Board Members were evaluated and prevented from accessing information from normal daily operations. We recommend that the Board Member be immediately removed from their responsibility and replaced with a new Board Member. See corrective action plan for management full response.
