Basis of PresentationThe accompanying Schedule of Expenditures of Federal Awards (SEFA) includes the federalgrant activity of the School Corporation under programs of the federal government for theyears ended June 30, 2021 and 2022. The information in the SEFA is presented inaccordance with the requirements of Title 2 U.S. Code of Federal Regulations Part 200,Uniform Administrative Requirements, Cost Principles, and Audit Requirements for FederalAwards (Uniform Guidance). Because the SEFA presents only a select portion of theoperations of the School Corporation, it is not intended to and does not present the financialposition of the School Corporation.The Uniform Guidance requires an annual audit of nonfederal entities expending a totalamount of federal awards equal to or in excess of $750,000 in any fiscal year unless byconstitution or statute a less frequent audit is required. In accordance with Indiana Code(IC 5-11-1-25), audits of school corporations shall be conducted biennially. Such audits shallinclude both years within the biennial period.B. Other Significant Accounting PoliciesExpenditures reported on the SEFA are reported on the cash basis of accounting. Suchexpenditures are recognized following, as applicable, either the cost principles in OMBCircular A-87, Cost Principles for State, Local, and Indian Tribal Governments, or the costprinciples contained in the Uniform Guidance, wherein certain types of expenditures are notallowed or are limited as to reimbursement. A total of forty food service program disbursements were selected for testing. Fourteen disbursements across four contracted vendors had items purchased that were not charged in accordance with contracted prices. An additional thirteen disbursements, from a single vendor, did not have supporting documentation to determine if the amount charged per the invoices agreed to the initial bid pricing documentation. The lack of internal controls and noncompliance were systemic issues throughout the audit period. Level of Effort - Supplement not Supplant The School Corporation had not designed, nor implemented policies and procedures to ensure that all Title I schools received an equitable share of the state and local funds that it would have received had they not been receiving Title I funds. The Title I applications included the methodology used to distribute state and local funds to all schools within the School Corporation; however, documentation was not presented for audit that reflected the actual calculation. Therefore, it could not be determined that the schools received an equitable share of the state and local funds. Earmarking The School Corporation had not designed, nor implemented policies and procedures to ensure that the required level of expenditures for Parent Involvement was met. The School Corporation did not meet the required level of expenditures for Parental Involvement for the FY20 grant. The required amount for parental involvement was $51,094 and the School Corporation had expenses of $37. The lack of internal controls was a systemic issue throughout the audit period. The noncompliance over Level of Effort - Supplement not Supplant was a systemic issue throughout the audit period. The noncompliance over the Earmarking compliance requirement was isolated to the S010A190014 grant award. (ii) Supporting programs that reach parents and family members at home, in the community, and at school. (iii) Disseminating information on best practices focused on parent and family engagement, especially best practices for increasing the engagement of economically disadvantaged parents and family members. (iv) Collaborating, or providing subgrants to schools to enable such schools to collaborate, with community-based or other organizations or employers with a record of success in improving and increasing parent and family engagement. (v) Engaging in any other activities and strategies that the local educational agency determines are appropriate and consistent with such agency's parent and family engagement policy."
