2022-003 Noncompliance with Eligibility for Individuals ? Senior Community Service Employment Program INFORMATION ON THE FEDERAL PROGRAM ALN: 17.235 Senior Community Service Employment Program Grants: 42700-373-0000102215 Federal Agency: U.S. Department of Labor CRITERIA In accordance with the Compliance Supplement for ALN 17.235 Senior Community Service Employment Program, Sec. III; Part E ? Eligibility: Enrollee eligibility should be redetermined on an annual basis (20 CFR section 641.505). CONDITION The Commission did not reevaluate two Senior Community Service Employment Program participants for low-income eligibility compliance during fiscal year 2022. CONTEXT Two of the Senior Community Service Employment Program participant files did not contain completed low-income determination worksheets for fiscal year 2022. EFFECT The Commission did not comply with eligibility requirements of the Senior Community Service Employment Program. CAUSE The Commission sustained turnover in the Senior Community Service Employment Program and lacked management oversight to monitor compliance with program eligibility requirements. QUESTIONED COST None RECOMMENDATION We recommend that employees receive training on the documentation requirements for the Senior Community Service Employment Program with low-income eligibility requirements and develop the appropriate annual management monitoring procedures to ensure that the program participant files contain the proper documentation for low-income eligibility requirements.
