Finding Text

During our testing, we noted that the Organization did not submit certain expenditure reports selected for testing in accordance with CCDPH’s due dates.

Corrective Action Plan

To address these challenges, AAFS has worked to expand its accounting team by adding additional accounting staff to support day-to-day bookkeeping, accounts payable, accounts receivable, grants reporting and financial records maintenance. The Finance Director has been implementing cross-training to strengthen staff knowledge and ensure continuity of grant reporting functions. The Finance Director also reviews monthly grant vouchers for accuracy, cost allowability, appropriate expense coding, alignment with approved budgets and spending targets, and timely submission in accordance with funder requirements. To further improve compliance with grant reporting deadlines, the Finance Director is responsible for monitoring voucher due dates and coordinating submissions in advance of established deadlines. If unforeseen circumstances arise that may prevent timely submission, the Finance Director will formally request an extension from the funder, when permitted, before the applicable deadline. Additionally, Finance Department staff participate in voucher preparation and reporting training provided by funders. For new grant awards or unfamiliar reporting requirements, staff also request individual consultations with funders to obtain clarification and guidance on voucher preparation and submission procedures.
