Title: Basis of Presentation Accounting Policies: Expenditures reported on the Schedules are reported on the modified accrual basis of accounting. Such expenditures are recognized following the cost principles contained in the Uniform Guidance, and the Commonwealth of Pennsylvania, Department of Human Services Single Audit Supplement, wherein certain types of expenditures are not allowable or are limited as to reimbursement. Negative amounts shown on the Schedules represent adjustments or credits made in the normal course of business to amounts reported as expenditures in prior years. Pass-through entity identifying numbers are presented where available. De Minimis Rate Used: N Rate Explanation: The County has not elected to use the 10% de minimis indirect cost rate as allowed under the Uniform Guidance. The accompanying Schedule of Expenditures of Federal Awards and the Schedule of Selected Commonwealth of Pennsylvania, Department of Human Services Assistance (collectively, the Schedules) include the federal and state award activity of the County of Columbia, Pennsylvania (the County) under programs of the federal and Pennsylvania state governments for the year ended December 31, 2022. The information in the Schedules are presented in accordance with the requirements of Title 2 U.S. Code of Federal Regulations Part 200, Uniform Administrative Requirements, Cost Principles and Audit Requirements for Federal Awards (Uniform Guidance) and the Commonwealth of Pennsylvania, Department of Human Services Single Audit Supplement.
