2022-001: Reporting - Federal Funding Accountability and Transparency Act (FFATA) Federal Agency: Health Resources and Services Administration Program: Health Center Program Cluster Assistance Listing #: 93.224 / 93.527 Criteria As required by the Federal Funding Accountability and Transparency Act of 2006 (Pub. L. 109?282), as amended by section 6202 of Public Law 110?252, recipients must report information for each subaward of $30,000 or more in Federal funds, as outlined in Appendix A to 2 CFR Part 170 to the FFATA Subaward Reporting System (FSRS) by the end of the month following the month in which any subaward was awarded. The FFATA reporting requirements apply for the duration of the project period and so include all subsequent award actions to aforementioned HRSA grants and cooperative agreement awards. Condition Sunset Park Health Council, Inc. (?Sunset Park?) did not report information as required by the FFATA for subawards awarded under the Health Center Program Cluster. Each subaward (five total) under this cluster was greater than $30,000 and therefore each is subject to this requirement. Cause Sunset Park did not have a process in place to identify which sub-awards were subject to FFATA and therefore required to be reported in the FSRS. Effect The FFATA reporting requirements were not met for the five sub-awards under this cluster (approximately $4,789,647 in subrecipient awards for this cluster in fiscal year 2022), and applicable sub-award obligations, modifications and key data elements required to be reported for each of Sunset Park?s sub-awards were not reported in the FSRS in a timely manner. Questioned Costs There are no questioned costs associated with this finding. Recommendation Sunset Park should complete the required FFATA reporting for fiscal year 2022. Additionally, Sunset Park should implement a process to identify sub-awards that are subject to the reporting requirements under FFATA and to compile and review information required to be reported in FSRS to ensure that the required sub-award information and key data elements are reported in a timely manner.
