Criteria or Specific Requirement: In accordance with §200.303(a), Internal Controls, a non-Federal
entity must establish and maintain effective internal control over the Federal award that provides
reasonable assurance that the non-Federal entity is managing the Federal award in compliance with
Federal statutes, regulations, and the terms and conditions of the Federal award.
The specific requirements for eligibility are unique to each Federal program and are found in the
statutes, regulations, and the terms and conditions of the Federal award pertaining to the program.
The program’s provision of emergency financial assistance is intended to maintain beneficiary’s
housing or utility for up to 90 days. For the Emergency Food and Shelter National Board Program,
individuals are eligible for assistance based on the criteria set by the individual Local Resource
Organization (LRO).

complying with all requirements of the Federal award
