Condition: Total of Participants in Program did not meet the above-referenced Two-thirds requirement. Cause: Lack of Sufficient Oversight by Program Director Effect: No specific questioned cost is quantifiable—Population of Potential Participants is underserved. A statistically valid sample in which the total population of program participants were examined was used to determine the audit finding.
