Title: Basis Of Accounting Accounting Policies: The accompanying Schedule of Expenditures of Federal Awards (the Schedule) presents the activity of all federal financial assistance programs of The Oasis Institute and Supporting Organizations, which consist of Albuquerque Oasis, Indianapolis Oasis, Rochester Oasis and San Antonio Oasis (collectively Oasis). The information in the Schedule is presented in accordance with the requirements of Title 2 U.S. Code of Federal Regulations Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance). Therefore, some amounts presented in the Schedule may differ from amounts presented in, or used in the preparation of, the consolidated financial statements. De Minimis Rate Used: N Rate Explanation: Oasis has elected not to use the 10% de minimis indirect cost rate as allowed under the Uniform Guidance, Section 414. The Schedule is presented on the accrual basis of accounting.

Finding No. 2022-002 Material Weakness: Reporting - Compliance and Override of Control Finding ALN 93.048 - Special Programs for the Aging, Title IV and Title II, Discretionary Projects Federal Agency: Department of Health and Human Services Pass-Through Entity: Not Applicable Criteria or Specific Requirement: 2 CFR Part 170 requires direct recipients of grants to report first-tier subawards of $30,000 or more to the Federal Funding Accountability and Transparency Act (FFATA) Subaward Reporting System (FSRS) no later than the last day of the month following the month in which the agreement was made. Additionally, proper controls must be in place surrounding review and approval of the report prior to submission to FSRS. Condition: Audit procedures revealed that FFATA reporting was not being completed. Cause: Management was not aware of FFATA reporting requirements. Effect: Instances of noncompliance were not detected by management. Questioned Costs: Not Applicable.
