Notes to SEFA

The accompanying Schedule of Expenditures of Federal Awards (the "Schedule") includes the federal award activities of the Agricultural Enterprises Development Administration ("AEDA"), a programmatic and operational component of the Department of Agriculture of the Commonwealth of Puerto Rico under programs of the Federal government for the fiscal year ended June 30, 2025. The information in this Schedule is presented in accordance with the requirements of Title 2 U.S. Code of Federal Regulations Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards ("Uniform Guidance"). Because the Schedule presents only a selected portion of the operations of AEDA, it is not intended to and does not present the financial position, changes in net position, or cash flows of AEDA.
A. Expenditures reported in the Schedule are reported on the modified accrual basis of accounting. Such expenditures are recognized following, as applicable, the cost principles in the Office of Management and Budget Circular A-87, State and Local Governments, or the cost principles contained in Subpart E of Title 2 U.S. Code of Federal Regulations Part 200, wherein certain types of expenditures are not allowable or are limited as to reimbursement. B. Negative amounts, if any, shown on the Schedule represent adjustments or credits made in the normal course of business to amounts reported as expenditures in prior years. C. Pass-through entity identifying numbers are presented where available and applicable. D. Numbers identified as N/A are not applicable. Numbers identified as N/AV are not available. E. AEDA has elected not to use the 10 percent de minimis indirect cost rate allowed under the Uniform Guidance.
The information included in the Schedule may not fully agree with other federal award reports submitted directly to federal granting agencies.
The Federal Assistance Listing Number, formerly known as the Catalog of Federal Domestic Assistance (CFDA) Number, is a five-digit number assigned in the awarding document for all Federal assistance award mechanisms, including Federal grants and cooperative agreements.
Federal award expenditures reported in the accompanying Schedule of Expenditures of Federal Awards are reconciled to the amounts recorded in AEDA's accounting records as follows: Description Expenditures reported in the Federal Grants Fund Amount Less: expenditures recorded in the Federal Grants Fund not reportable as federal expenditure in the SEFA $1,849,914 (76,167) Total expenditures reported in the SEFA $1,773,747

Finding Details

Finding: Federal Agency: Pass-through Agency: Federal Program Title: Assistance Listing Number: Compliance Requirement: Type of Finding: Responsible Official: Prior year finding: Criteria: 2025-005 U.S. Department of Agriculture N/A WIC Farmers’ Market Nutrition Program / Senior Farmers’ Market Nutrition Program 10.572 / 10.576 Reporting Significant Deficiency Finance Director 2024 - 001 2 CFR Part 200.512 – Report Submission establishes that the audit must be completed, and the data collection form and the reporting package must be submitted within the earlier of 30 calendar days after receipt of the auditors’ report(s), or nine months after the end of the audit period. If the due date falls on a Saturday, Sunday, or Federal holiday, the reporting package is due the next business day. Condition The Data Collection Form and related reporting package for the fiscal year ended June 30, 2024, were not submitted to the Federal Audit Clearinghouse within the timeframe required by 2 CFR Part 200.512. This matter represents a repeat finding from the prior year. Effect AEDA is not in compliance with the reporting requirements set forth by federal regulations, which could affect AEDA’s continued eligibility for or administration of federal awards. Cause AEDA did not have sufficiently effective procedures to timely close and reconcile its accounting records and provide the information necessary to complete the Single Audit reporting package within the required timeframe. Recommendation We recommend that AEDA establish a formal Single Audit reporting calendar and designate responsible personnel to coordinate the audit process before year-end. Management should establish deadlines for closing the accounting records, completing subsidiary ledgers and reconciliations, preparing the Schedule of Expenditures of Federal Awards and supporting schedules, responding to auditor requests, and reviewing and submitting the Data Collection Form and reporting package within the federal deadline. Questioned Costs None Management’s Response Refer to Grantee’s Corrective Action Plan.
