Notes to SEFA

The accompanying Schedule of Expenditures of Federal Awards includes the federal grant activity of the City of Poughkeepsie, New York, (the “City”) for the year ended December 31, 2025. Federal awards received directly from Federal agencies as well as Federal awards passed through other government agencies are included in the schedule. The information in this schedule is presented in accordance with the requirements of Title 2, U.S. Code of Federal Regulations, Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (“Uniform Guidance”). Because the Schedule presents only a selected portion of the operations of the City, it is not intended to and does not present the financial position, changes in net position, or cash flows of the City. The Schedule of Expenditures of Federal Awards does not include federal awards, if any, of the discretely presented component units (City of Poughkeepsie Industrial Development Agency and the Poughkeepsie Housing Authority.)
Expenditures reported on the Schedule are reported on the modified accrual basis of accounting. Such expenditures are recognized following the cost principles contained in the Uniform Guidance, wherein certain types of expenditures are not allowable or are limited as to reimbursement.
The de minimis indirect cost rate allows the City to allocate 10% of indirect costs to grants with periods ending on or before September 30, 2024 and 15% of indirect costs to grants with periods after September 30, 2024. The City has elected not to use the de minimis indirect cost rate allowed under the Uniform Guidance for grants with periods ending on, before or after September 30, 2024.
The expenditures presented in the Schedule of Expenditures of Federal Awards reconcile to the federal aid reported in the Statement of Revenues, Expenses and Changes in Fund Balance as follows:

Finding Details

Payroll Timesheet Approvals Criteria: Control policies require employee timesheets supporting payroll charged to the federal award be reviewed and approved by the Program Administrator prior to processing payroll. This approval is a key control to ensure payroll changes to federal programs are accurate, properly supported, and in accordance with applicable cost principles and grant terms. Condition: During testing of payroll, 4 out of 37 timesheets (11%) tested did not contain evidence of required supervisory review and approval. Cause: Management indicated the Program Administrator was not present in the office at the time the approval was needed. There is not backup personnel assigned to complete this task when the Program Administrator is away. Effect or Potential Effect: There is an increased risk that payroll costs charged to the federal program may be inaccurate, unsupported, or not in accordance with federal requirements and entity policies. Questioned costs: None. Identification as a repeat finding: This is not a repeat finding. Recommendation: Management should assign the appropriate personnel to approve timesheets when the Program Administrator is unable to do so. Views of responsible officials: As detailed in the Corrective Action Plan, management has agreed to the finding and recommendations noted above.
