Notes to SEFA

The accompanying schedule of expenditures of federal awards (the Schedule) includes the federal grant activity of Montana West Economic Development under programs of the federal government for the year ended December 31, 2025. The information in this Schedule is presented in accordance with the requirements of Title 2 U.S. Code of Federal Regulations Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance). Because the Schedule presents only a selected portion of the operations of Montana West Economic Development, it is not intended to and does not present the financial position, changes in net assets, or cash flows of Montana West Economic Development.
Expenditures reported on the Schedule are reported on the accrual basis of accounting in accordance with U.S. generally accepted accounting principles, except that reported Federal expenditures include loans receivable issued and outstanding under federally funded revolving loan programs. The information included in this schedule is presented in accordance with the requirements of the Uniform Guidance. Some amounts may differ from amounts presented in, or used in the preparation of, the basic financial statements
Montana West Economic Development has not elected to use the 15 percent de minimis indirect cost rate as allowed under the Uniform Guidance.
Montana West Economic Development did not provide awards to subrecipients during the year ended December 31, 2025.

Finding Details

Finding 2025-001 Earmarking of Intermediary Relending Funds Condition and Criteria: During the current year audit, we discovered deficiencies in internal controls over compliance related to earmarking of Intermediary Relending Program (IRP) loan funds. One IRP loan funded 100% of an ultimate recipient project. IRP loans are limited to 75% of an ultimate recipient project. A second ultimate recipient had IRP loans in excess of the maximum of $400,000 during the year ended December 31, 2025 (the loans were paid off before December 31, 2025). Cause: There was inadequate review of loan packages prior to approval. Effect: The effect of these deficiencies in internal controls was one loan that exceeded the 75% funding guidance by $30,000. Additionally, one ultimate recipient received IRP loans that exceeded the $400,000 maximum by $81,779. Recommendation: We recommend the Organization use compliance checklists to conduct a review of each loan package prior to approval and separately itemize each funding source included in a loan package.
