Notes to SEFA
The accompanying Schedule of Expenditures of Federal Awards presents the activity of all federal financial assistance programs of Westtown Township for the year ended December 31, 2025. The information in this schedule is presented in accordance with the requirements of Title 2 U.S. Code of Federal Regulations Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance).
Expenditures reported on the Schedule are reported on the modified cash basis of accounting. Such expenditures are recognized following the cost principles contained in the Uniform Guidance, wherein certain types of expenditures are not allowable or are limited as to reimbursement.
The Township elected not to use the 15% de minimis cost rate as allowed in the Uniform Guidance, Section 414.
During the fiscal year 2025 reporting cycle, the Organization identified a material variance in the Schedule of Expenditures of Federal Awards (SEFA) submitted for the fiscal year ended December 31, 2024. To correct this omission, federal expenditures totaling $324,093 related to the Coronavirus State and Local Fiscal Recovery Funds program, Assistance Listing Number (ALN) 21.027, Grant Number 39569, have been explicitly included in the current Fiscal Year 2025 SEFA. These expenditures were originally incurred during Fiscal Year 2024 but were not previously reported.
