The accompanying Schedule of Receipts and Expenditures of Federal Awards (the Schedule) includes the federal award activity of Akron City School District (the District) under programs of the federal government for the year ended June 30, 2025. The information on this Schedule is prepared in accordance with the requirements of Title 2 U.S. Code of Federal Regulations Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance). Because the Schedule presents only a selected portion of the operations of the District, it is not intended to and does not present the financial position, changes in net position, or cash flows of the District.
The District commingles cash receipts from the U.S. Department of Agriculture with similar State grants. When reporting expenditures on this Schedule, the District assumes it expends federal monies first.
The District reports commodities consumed on the Schedule at the fair value. The District allocated donated food commodities to the respective program that benefitted from the use of those donated food commodities.
Certain Federal programs require the District to contribute non-Federal funds (matching funds) to support the Federally-funded programs. The District has met its matching requirements. The Schedule does not include the expenditure of non-Federal matching funds.
The District has reported negative receipts for Education for Homeless Children and Youth (McKinney-Vento Homeless Assistance Program) and Supporting Effective Instruction State Grants (Title II-A) for the fiscal year ended June 30, 2025 related to the 2024 grant years for these 2 grants. This occurred because the District refunded funds to the Ohio Department of Education and Workforce in excess of what was received. The District reclassified expenditures in these 2 grants to other funding sources after receiving the reimbursements for these expenditures. After communication with grant consultants from the Ohio Department of Education and Workforce, it was determined that the refunds should be issued. The District refunded $168,427.64 in grant year 2024 McKinney-Vento Homeless Assistance Program funds and $318,490.60 in grant year 2024 Title II-A funds during the fiscal year ended June 30, 2025.
Federal regulations require schools to obligate certain federal awards by June 30. However, with DEW’s consent, schools can transfer unobligated amounts to the subsequent fiscal year’s program. The School District transferred the following amounts from 2025 to 2026 programs: Title I-A Improving Basic Programs (ALN 84.010A) $1,521,957; Title I-A Delinquent (ALN 84.010A) $69,383; IDEA B Special Education (ALN 84.027A) $4,769,932; Title III Language Instruction for English Learners (ALN 84.365A) $216,496; Title III Immigrant (ALN 84.365A) $17,634; Title II-A Supporting Effective Instruction (ALN 84.367A) $1,042,777; Title IV-A Student Support and Academic Enrichment (ALN 84.424A) $818,595
