Notes to SEFA

The accompanying schedule of expenditures of federal awards (the Schedule) includes the activity for all federal award programs of Charles R. Drew University of Medicine and Science (the University) for the year ended June 30, 2025. The information in this Schedule is presented in accordance with the requirements of the Office of Management and Budget Title 2 U.S. Code of Federal Regulations (CFR) Part 200, Uniform Administrative Requirements, Cost Principles and Audit Requirements for Federal Awards (Uniform Guidance). Because the Schedule presents only a selected portion of the consolidated operations of the University, it is not intended to and does not present the consolidated financial position, activities, or cash flows of the University.
Expenditures reported on the Schedule are reported on the accrual basis of accounting. Such expenditures are recognized following the cost principles contained in the Uniform Guidance wherein certain types of expenditures are not allowable or are limited as to reimbursement. The University has elected not to use the de minimis indirect cost rate as allowed under Uniform Guidance.
The federal student loan programs listed subsequently are administered directly by the University and balances and transactions relating to these programs are included in the University’s consolidated financial statements. Loans outstanding at the beginning of the year and loans made during the year are included in the federal expenditures presented in the Schedule. The balance of loans outstanding at June 30, 2025, consists of: (See Notes to SEFA - Note 3 - Federal Student Loan Programs for included table)
The accompanying Schedule includes $79,388,843 in research and development endowment grants, which consist of $77,675,000 in corpus and $1,713,843 of interest earned on the cumulative endowment corpus, which is considered program income in accordance with the grant award terms from the National Institutes of Health (Federal Assistance Listing Number No. 93.307) to establish an endowment fund. Of the $77,675,000 corpus, $29,000,000 is to be maintained in perpetuity and the investment income will be used to support: (1) the construction of a learning conference center, computer classroom, and two new seminar rooms; (2) faculty and professional development, including creation of a faculty Research and Teaching Resource Center, and a comprehensive instructional program for faculty that will optimize the effectiveness of faculty as research mentors; and (3) enhancement of the University’s research infrastructure through modernization of the existing learning resource center for students. The remaining $48,675,000 consists of term endowment funds, which allow for the use of the corpus 20 years after the end of the grant period. The investment income on these term endowment funds will be used to build the University’s research infrastructure and capacity but may not be used to directly support the research itself.

Finding Details

Finding: 2025-001 – Special Tests and Provisions – Return of Title IV Funding (R2T4) and Enrollment Reporting: Significant Deficiency in Internal Control over Compliance (See Finding 2025-001 for included table) Criteria: When a recipient of Title IV loan assistance withdraws from the University during a payment period or period of enrollment in which the recipient began attendance, the University must determine the amount of Title IV aid earned by the student as of the student’s withdrawal date. The regulations (34 CFR 668.22(j)(1)) provide that an institution must return the amount of title IV funds for which it is responsible under paragraph as soon as possible but no later than 45 days after the date of the institution's determination that the student withdrew. In addition, the National Student Loan Data System (NSLDS) is the Department of Education’s centralized database for students’ enrollment information. It is the University’s responsibility to update this information timely and accurately when the enrollment status of a student that has received federal loans changes. Unless the University expects to complete its next roster file within 60 days, the University must notify the secretary within 30 days, if it discovers that a student who received a loan under Title IV of the Act either did not enroll or ceased to be enrolled on at least a half-time basis (34 CFR section 685.309). Condition/context: We selected a sample of 12 students out of a population of 41 that were identified by the University as having received some federal assistance and withdrew from the University during the year under audit. We believe this to be a representative sample of the population. Effect or potential effect: We found exception with two students whose title IV funds were returned more than 100 days after it was determined that the student had withdrew and whose status of withdrawal was communicated to NSLDS. Cause: Academic departments who approved a leave of absence or dismissal resulting in a change to enrollment was not timely reported to the University registrar and financial aid office resulting in respective delays to the return of title IV funds and enrollment status updates. Recommendation: We recommend that the University provide more training and guidance on the importance of timely communication of changes in enrollment status to the registrar and financial aid to ensure compliance with these reporting requirements. Repeat finding: Not a repeat finding. Views of responsible officials: Management agrees with the finding. A corrective action plan has been created by management.
