The accompanying schedule of expenditures of federal, state, and city awards (“the Schedule”) presents the activities in all the federal, state, and city awards programs of Caring People Alliance (“Organization”). All financial awards expended directly from federal, state, and city agencies, as well as financial awards passed through other governmental agencies or nonprofit organizations are included on the Schedule. The Schedule has been prepared solely to comply with the requirements of Title 2 U.S. Code of Federal Regulations Part 200, Uniform Administrative Requirements, Cost Principles and Audit Requirements for Federal Awards, Commonwealth of Pennsylvania Department of Human Services Audit Guide and the City of Philadelphia Subrecipient Audit Guide. Because the Schedule submitted is limited to these requirements, this information is not intended to present the financial position and results of operations of the Organization in accordance with generally accepted accounting principles in the United States of America.
The Schedule is presented using the accrual basis of accounting. Expenditures of federal, state, and city awards are recognized following the cost principles contained in Title 2 U.S. Code of Federal Regulations Part 200.320, Commonwealth of Pennsylvania Department of Human Services Audit Guide and the City of Philadelphia Subrecipient Audit Guide wherein certain types of expenditures are not allowable or are limited as to reimbursement. The amounts reported in this Schedule as expenditures may differ from certain financial reports submitted to federal, state, or city agencies due to those reports being submitted on either a cash or modified accrual basis of accounting.
The Organization has elected not to use the 10% de minimis indirect cost rate allowed under the Uniform Guidance, other than for the Philadelphia Department of Human Services (250) IOC CUA #6 Start Up contract.
For the purposes of the Commonwealth of Pennsylvania, the following Federal programs are to be reported as a cluster under the Early Learning Resource Center Region 18 program: Assistance Listing #10.561, #93.558, #93.575, #93.596, and #93.667.

Finding No. 2024-001 – Inability to provide certain records to support eligibility ALN(s) 10.561; 93.596; 93.575; 93.667; 93.558 Condition The Organization was unable to provide sufficient documentation for one of the audit selections to support eligibility. Criteria The Organization must maintain complete and accurate records. Cause Due to Early Learning Resource Center Region 18 (“ELRC”) program contract expiration as of June 30, 2024, and transitioning of all the files and records to the new provider, and no longer having access to the state-run PELICAN system, the Organization was not able to provide supporting documentation for one of the audit selections. Effect Caring People Alliance was unable to provide sufficient documentation to support eligibility for one of the audit selections, in order to satisfy that the eligibility requirements were met due to access restrictions at the time contract was given to a subsequent provider as support was only in electronic form although all information was accessible by the award provider.
