Title: Basis of Presentation Accounting Policies: The accompanying Schedule of Expenditures of Federal and State Awards presents the expenditures of all federal and state awards programs of Planned Parenthood Southeastern Pennsylvania (the “Agency”) using the accrual basis of accounting. The information in this schedule is presented in accordance with the requirements of Title 2 U.S. Code of Federal Regulations (CFR) Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (“Uniform Guidance”). Therefore, some amounts presented in this schedule may differ from amounts presented in, or used in the preparation of, the financial statements. De Minimis Rate Used: N Rate Explanation: The Organization did not elect to use the 10% de minimis indirect cost rate. Criteria and Condition: Planned Parenthood Southeastern Pennsylvania is required to identify a patient’s income classification through a financial assessment. Planned Parenthood Southeastern Pennsylvania in six instances was unable to provide a financial assessment to support patient visits being tested. Context: A sample of 60 patients who were provided care under the Program was selected for audit testing. Planned Parenthood Southeastern Pennsylvania was unable to support the patient income classifications for six of the patients. Cause: Employees in certain instances did not adhere to the Agency’s policy with respect to maintaining timely and accurate financial assessments to support patient visits. Effect: The effect of not maintaining financial assessments for the visits being tested is unknown. Questioned Costs: None Auditors’ Recommendation: Planned Parenthood Southeastern Pennsylvania should ensure that the Agency maintains financial assessments to support patients’ income classifications and amounts charged.
