Finding Identification 2024 - 001 Federal - ESSA: Title I, Part A, Basic Grants Low Income and Neglected #50000 Federal Program Information U.S. Department of Education Award Year: 2023-24 Assistance Listing Number: 84.010 Passed Through: California Department of Education Criteria or Specific Requirement California Education Code Section 52852 composition of School Site Council (SSC) for Elementary Schools. At elementary schools, the school site council must be constituted to ensure parity between (a) the principal, classroom teachers, and other school personnel, and (b) parents of students attending the school or other community members. Classroom teachers must comprise a majority of persons represented under section (a). Condition The SSC at Wasuma Elementary School did not have the proper composition of members. The SSC had five members consisting of the principal, classroom teachers, and other school personnel and had three members consisting of parent or community members. The proper composition should have had parity between these two groups. The SSC improper composition was due to the difficulty in getting parents to participate in the SSC. The Wasuma Elementary School site is not in compliance with California Education Code Section 52852. Questioned Costs Not determined. Sampling Method The sampling method used was not a statistically valid sample. Identification of Repeat Finding The audit finding is not a repeat of a finding in the immediately prior audit. Recommendation The Wasuma Elementary School site council needs to be formed to ensure parity between staff members and parents/community members as detailed in California Education Code Section 52852.
