Accounting Policies: Basis of Presentation and Significant Accounting PoliciesThe accompanying Schedule of Expenditures of Federal Awards (SEFA) includes the federal grant activity of Three Forks Public School, Gallatin County, Montana. The information in this schedule is presented in accordance with the requirements Title 2 U.S. Code of Federal Regulations Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards. Because the schedule presents only a selected portion of the operations of the Three Forks Public School, it is not intended to and does not present the financial position, changes in net position, or cash flows of the Three Forks Public School. Therefore, some amounts presented in this schedule may differ from amounts presented in, or used in preparation of the basic financial statements.Expenditures reported on the Schedule are reported on the accrual basis of accounting. Such expenditures are recognized following the cost principles contained in the Uniform Guidance, wherein certain types of expenditures are not allowable or are limited as to reimbursement.The Three Forks Public School has elected not to use the 10 percent de Minimis indirect cost rate as provided in Sec. 200.414 Indirect Costs under Uniform Guidance.Value of Federal Awards Expended in the form of Noncash Assistance? 2022-007 Procurement Controls and Compliance CFDA Title: Child Nutrition Cluster CFDA Number: 10.553, 10.555 Federal Award Number: 2022 Federal Agency: U.S Department of Agriculture Pass-through Entity: Montana Office of Public Instruction Condition: The District did not follow the required procurement procedures related to the purchase of a mobile prep kitchen. Criteria: Whenever any building, furnishing, repairing, or other work for the benefit of the district or purchasing of supplies for the district is necessary, and if the sum exceeds $80,000, the work done or the purchase made must be made by contract. Except as provided in Title 18, chapter 2, part 5, each contract must be let to the lowest responsible bidder after advertisement for bids. The advertisement must be published in the newspaper that will give notice to the largest number of people of the district as determined by the trustees. 2022-008 Audit Report Deadline CFDA Title: Child Nutrition Cluster CFDA Number: 10.553, 10.555, 10.559 Federal Award Number: N/A Federal Agency: Department of Agriculture Pass-through Entity: N/A Condition: Montana local governments with a June 30th fiscal year end must submit their audit report to the MT Department of Administration and the Federal Clearing house by March 31st , following the fiscal year end. The audit was not completed until June 2023. Criteria: The audit for the fiscal year ended June 30th 2022 was due to the State and the Federal government by March 31, 2023 as required by MT Administrative Rules 2.4.411 and the Federal Uniform Guidance/A-133 rules. Context: Per review of the audit compliance requirements for both the State of Montana and the Federal government. Effect: The District audit was not completed timely and is not in compliance with state and federal regulations. Cause: The District was unable to provide requested documentation to auditors timely to ensure audit was completed by deadline. Recommendation: We recommend the District complete their annual audits in compliance with MT Administrative Rules 2.4.411 and federal rules described in the Uniform Guidance/A-133.
2022-007 Procurement Controls and Compliance CFDA Title: Child Nutrition Cluster CFDA Number: 10.553, 10.555 Federal Award Number: 2022 Federal Agency: U.S Department of Agriculture Pass-through Entity: Montana Office of Public Instruction Condition: The District did not follow the required procurement procedures related to the purchase of a mobile prep kitchen. Criteria: Whenever any building, furnishing, repairing, or other work for the benefit of the district or purchasing of supplies for the district is necessary, and if the sum exceeds $80,000, the work done or the purchase made must be made by contract. Except as provided in Title 18, chapter 2, part 5, each contract must be let to the lowest responsible bidder after advertisement for bids. The advertisement must be published in the newspaper that will give notice to the largest number of people of the district as determined by the trustees. The advertisement must be made once each week for 2 consecutive weeks, and the second publication must be made not less than 5 days or more than 12 days before consideration of bids. MCA 20-9-204(3) In addition, 2 CFR Section 200.317 is required to be followed for the Child Nutrition Program. Procurements must follow the state?s laws and procedures. Context: During the testing of claims for the Child Nutrition Program, we noted a purchase of a mobile prep kitchen which exceeded $80,000 and thus the District was required to follow procurement procedures according to Montana law. Effect: The District did not advertise for bids and then let to the lowest bidder as required by MCA 20-9-204(3). Cause: The District did not follow its own policies and procedures with regards to this purchase. Recommendation: The District should follow MCA 20-9-204(3) for all purchases in excess of $80,000.
