Criteria: A Public Housing Authority (PHA) must have written policies in its Housing Choice Voucher Program (HCVP) administrative plan for selecting applicants from the waiting list and PHA documentation must show that the PHA follows these policies when selecting applicants for admission from the waiting list.
Condition: For 1 out of 5 tenants tested, the tenant was not listed on the waiting list properly. PHA explained that the tenant was mistakenly removed from the waiting list and they were not able to reinstate them to the waiting list. In addition, the Authority's waiting list was not properly updated for those who failed to respond to an Authority's notice.
Cause: The Authority lacked proper internal control over maintaining waiting list as required for a PHA.
Effect: The Authority was not in compliance with special tests and provisions requirements.
