Finding 2024-001 – AL 21.027 – Significant Deficiency/Non-compliance – Procurement, Suspension and Debarment
Criteria: The City should have in place written procurement standards found in 2 CFR 200.317 through 200.326 of the Uniform Guidance.
Condition: The City does not have written procurement standards that are in accordance with the standards found in 2 CFR 200.317 through 200.326 of the Uniform Guidance.
Cause: The City’s purchasing policy has not been updated to incorporate the standards found in 2 CFR 200.317 through 200.326 of the Uniform Guidance.
Effect: The City is not in compliance with the procurement standards found in 2 CFR 200.317 through
200.326 of the Uniform Guidance. Recommendation: We recommend the City adopt a written purchasing policy to ensure the
procurement standards found in 2 CFR 200.317 through 200.326 of the Uniform Guidance are
incorporated. Management’s Response: The City of Bardstown places a high priority on fair and equitable purchasing practices. The General Bidding Statute (KRS 424.260) governs purchases made during the normal course of business.The City acknowledges the need to adopt a written purchasing policy to set qualifications and procedures when federal funds are being utilized. A purchasing policy is currently being drafted to adopt procurement standards found in 2 CFR 200.317 through 200.326. This policy will be presented to council and adopted prior to February 28, 2025.
