Condition: Total of Participants in Program did not meet the above-referenced Two-thirds requirement. Cause: Lack of Sufficient Oversight by Program Director Effect: No specific questioned cost is quantifiable—Population of Potential Participants is underserved. A statistically valid sample in which the total population of program participants were examined was used to determine the audit finding. However, this finding appears to be an isolated instance as no other program carried out by the Auditee failed to meet program requirements. This finding is not a repetition of a prior finding.
