Finding Text

Criteria: Section 200.512 of the Uniform Guidance requires that the audit be completed, and the data collection form and reporting package be submitted within the earlier of 30 calendar days after receipt of the auditors’ reports, or nine months after the end of the audit period. Condition: The current audit report and reporting package was due to be completed and submitted by September 30, 2024. The completion of the audit and submission of the reporting package was not completed within the required submission timeline. Cause: Audit files were turned in complete on 9/30/2024 but were not submitted early enough to allow time for the auditors’ review and submission prior to the submission deadline. Effect: The audit and reporting package are considered late and will be submitted after the required submission timeline. Questioned Costs: None Recommendation: We recommend the Organization implement financial closing procedures that include the single audit performance and ensure the timely submission of both the data collection form and the reporting package. Management Response: BBCF will begin preparation for the federal audit each year between January and March for the prior calendar year in order to complete and meet the requirement to submit the program-specific audit to the California Department of Education and Federal Audit Clearinghouse on or prior to the deadline.

Corrective Action Plan

1. Annual closing calendar. Initiate financial close and audit preparation during January–March following each fiscal year-end; establish documented milestones for reconciliations, schedules, auditor requests and review. 2. Advance delivery. Target delivery of substantially complete audit schedules at least 30 days before the confirmed federal deadline, or earlier if required by the audit engagement timetable. 3. Tracking and verification. Maintain an audit-request log with owners, dates and resolution status, and retain evidence of submission to the Federal Audit Clearinghouse and other applicable recipients.
