AI Summary

  • Core Issue: Management failed to provide evidence of adequate review for fringe rate calculations on federal awards.
  • Impacted Requirements: This violates 2 CFR 200.303, which mandates effective internal controls and documentation for compliance with federal regulations.
  • Recommended Follow-Up: Implement a more detailed review process for fringe rate calculations to ensure compliance and prevent unauthorized reimbursements.

Finding Text

2 CFR 200.303 requires that recipients and subrecipients receiving federal awards establish, document and maintain effective internal control over the federal awards that provides reasonable assurance that the recipient or subrecipient is managing the federal awards in compliance with federal statutes, regulations, and the terms and conditions of the federal awards. For 6 of 9 samples selected for testing, management was unable to provide evidence of review of the calculations and underlying support of fringe rates applied. Management believed an existing higher-level review provided sufficient oversight; however, the documentation supporting that review did not appropriately demonstrate a sufficiently detailed review of inputs into the Fringe Rate calculations. Lack of review could result in reimbursement of expenditures that are not allowed under ALN 93.778.
