Memorandum To: Christopher McDonald, Director, Assurance Services Aprio, LLP | Aprio Advisory Group, LLC From: Housing Authority of the City of Asheville Date: August 25, 2026 Subject: Corrective Action – Missing Eligibility Documentation HACA acknowledges the repeat finding regarding missing eligibility-related documentation in certain tenant files. While the number of missing documents has decreased since the prior audit period, additional monitoring is needed to ensure continued compliance. The Authority has implemented RentCafe for new files, standardized file checklists, and enhanced quality control procedures. The Authority will also increase QC staffing hours to expand tenant-file reviews and track missing or incomplete documentation through documented follow-up and resolution. QC results will be periodically reviewed to identify recurring deficiencies and determine whether additional staff guidance or training is needed. The Authority will continue supervisory and QC reviews to ensure required tenant-file documentation is complete, accurate, properly maintained, and available for examination.
