Finding Text

Finding 2025-001 – Significant Deficiency in Internal Control Over Compliance and Noncompliance – Reporting Federal Grantor: U.S. Environmental Protection Agency (EPA) Compliance Requirement: Reporting Condition: The annual SF-425 for the period ended June 30, 2025, was submitted on January 30, 2026, approximately four months after its September 30, 2025 due date. In addition, the first-quarter 2025 progress report was submitted on May 6, 2025, six days after its April 30, 2025 due date. Criteria: The EPA award requires the Council to submit an annual Federal Financial Report (SF-425), covering the project/budget period through June 30 of each calendar year, no later than September 30 of the same calendar year. The award also requires quarterly progress reports to be submitted to the EPA within 30 calendar days after the end of each federal fiscal quarter. Effect: Federal awarding agencies may deny future federal awards or subject the Council to additional cash monitoring requirements. Cause: The late submissions of the annual Federal Financial Report (SF-425) and the first-quarter 2025 progress report were due to an oversight by the Council. Recommendation: We recommend that the Council establish a reporting calendar and complete grant reconciliations in advance of EPA due dates to ensure timely submission of required reports. Management's Response: The Council is developing procedures to ensure the timely submission of the federal reports.

In addition, the first-quarter 2025 progress report was submitted on May 6, 2025, six days after its April 30, 2025 due date. Statement of Concurrence or Nonconcurrence: The California Invasive Plant Council agrees with the audit finding. Corrective Action: The California Invasive Plant Council Program team and Finance team will share a reminder of a report’s due date, with members of both teams invited, on their respective Outlook calendars with a pop-up reminder appearing at least 2 weeks prior to the due date of the reports. After a grant agreement is executed, a coordination meeting between the Director of Finance, Operations, and Administration (DFOA) and the Grants & Contracts Manager (GCM) will occur to identify the report due dates and address any other special grant needs. After the meeting, the GCM will send a list of the identified report due dates to the DFOA who will set the date reminder and invite members from both teams to it. The goal is to reconcile the grant expenses by both teams and to complete and review the report well in advance of the EPA (or other federal agency) due dates to ensure timely submission of required reports.
