AI Summary

  • Core Issue: Noncompliance with HUD regulations was found in tenant lease files.
  • Impacted Requirements: Timely use of the EIV system for income verification and annual recertification of tenant eligibility.
  • Recommended Follow-up: Ensure all staff are trained on compliance timelines and implement regular audits of lease files.

Finding Text

During the procedures applied to a sample of 13 tenant lease files, we noted the following instances of noncompliance with HUD regulations regarding tenant eligibility and the maintenance of lease files. 1. 9 out of 13 tenants tested did not use the EIV system in the verification of the selected tenant's income in a timely manner. 2. 4 out of 13 tenants did not have their required annual recertification of program eligibility performed on a timely basis.

Corrective Action Plan

EIV’s should not be an issue moving forward as the HUD issue was resolved. For the tenants who certified late they didn’t provide their documentation on time to close it out. We will continue to follow up with residents in between their 30-60-90 days to ensure their recertification is completed before the deadline.
