Finding Type: Immaterial noncompliance with major program requirements Material weakness in internal control over compliance Title and Assistance Listing Number of Federal Program - 14.157 Supportive Housing for the Elderly Finding Resolution Status - In Process Information on Universe and Population Size - The population includes all invoices included in withdrawals from the replacement reserve made during the audit period. There were a total of 31 invoices on two withdrawals made during the audit period. Sample Size Information - A sample size of four was determined based on the attribute sampling table. Criteria - The Corporation should have HUD authorization for all withdrawals from the replacement reserve account as required by the regulatory agreement. Statement of Condition - The Corporation included duplicate invoices on withdrawals totaling $11,429 that were made from the replacement reserve. This resulted in the replacement reserve being underfunded by $11,429. Cause - The Corporation withdrew $11,429 from the replacement reserve account without obtaining prior approval from HUD. Effect or Potential Effect - The unauthorized withdrawals caused the replacement reserve account to be underfunded at year end by $11,429.
