Federal Program Information: Education Stabilization Fund (ALN 84.425U), Research and Development Cluster (ALN 93.847) Criteria: Non-federal entities must follow the compliance audit standards set forth in 2 CFR 200.500 through 521, which states that any non-federal entity that expends $750,000 or more during the nonfederal entity's fiscal year in federal awards must have a compliance audit conducted for that year. Per 2 CFR 200.512, the audit must be completed and the reporting package and data collection form must be submitted to the Federal Audit Clearinghouse within the earlier of 30 calendar days after the receipt of the auditors' report, or nine months after the end of the audit period. Condition: The Alliance did not file its single audit report by the required deadline. Cause: Untimely completion of audit. Effect or Potential Effect: The Alliance was not in compliance with the reporting requirements outlined in the agreement and in 2 CFR 200.500 through 521. Recommendation: We recommend that the Alliance implement procedures to ensure timely completion and submission of future single audits. Views of Responsible Officials: The Alliance will implement more administrative oversight with respect to reporting requirements and deadlines to make sure all audits are completed timely.

Condition: Hill County is responsible for complying with Uniform Guidance and all compliance requirements as required by the contract and federal award documents for reimbursement grants, as it relates to recording of the related award expenditures. Criteria: Prior to payment of expenditures with award funds, recipients must verify proper account and fund recording, pursuant to 2 CFR section 200.500. Context: In reviewing and compiling the federal award expenditures for testing, we noted the County posted several journal voucher entries to change the original recording of numerous expenditures, either to record as ARPA expenditures or to remove as ARPA expenditures to another fund and/or award. In addition, several expenditures were only partially applied to ARPA with the rest applied to other funding sources, but were not segregated as such in the accounting system. Cause: There appears to be confusion between departments in which expenditures are to be coded as ARPA and which are not. County personnel should utilize approved project budgets in order to have the accounting and financial records properly recorded and reflected at the time of the transaction. County personnel should also clearly record any transactions that are covered by multiple funding sources as such. Effect: Expenditures may be submitted for reimbursement more than once, or to more than a single grant award, thus putting the County out of compliance with the federal award and potentially resulting in a duplication in funding. Recommendation: Prior to payment of expenditures with award funds, the County should closely monitor the expenditures as compared to each project budget and verify the expenditures are properly recorded to the appropriate award, pursuant to 2 CFR section 200.500, and document accordingly. Any subsequent change recorded via a journal voucher entry should also be properly documented and approved. Planned Corrective Action: “The coding of the invoices has improved. There is a detailed list of how each vendor should be coded. There are still times invoices need to transfer to a different fund in order to utilize the funding more efficiently. The grant coordinator has discussed everything. The transfers that are done have already been approved and paid. The expenditures are transferred to match the grant coordinator. Expenditure transfers can be done if the expenditure was incorrectly coded.”

Criteria: A non-Federal entity that expends $750,000 or more in Federal grant awards during its fiscal year must have a single or program-specific audit conducted in accordance with the provisions set forth in CFR 200.500 subpart F. The audit must be completed and submitted to the Federal Audit Clearinghouse within nine months after the end of the entity’s fiscal year end or before the extended due date allowed by the Office of Management and Budget (OMB). Cause of Condition: Delays in reconciling of the accounting records resulted in delays of the completion of the audit and issuance of the annual comprehensive financial report. Effect or Potential Effect of Condition: Delays in the completion of the audit and issuance of the annual comprehensive financial report resulted in the single audit being completed and submitted after the extended due date of September 30, 2022, for the City’s fiscal year ending June 30, 2023, and therefore being out of compliance with OMB requirements. Questioned Costs None. Context The City’s financial statements and single audit reports are used by the federal awarding agencies and pass-through entities to assess the non-federal entity's financial condition, internal controls, and compliance with federal requirements. Repeat Finding Yes. Recommendation: LSL recommends that the City establish procedures to ensure all reporting requirements are completed timely. Management’s Response and Corrective Action: The City recently went through implementation of a new financial software, which has allowed for development of some documentation and assignment of roles and responsibilities with the new system. Staff will make efforts to enhance and update this documentation to provide specific details about the annual financial reporting. The City has also struggled with vacancies in key positions, as well as challenges in completing successful recruitments to fill the positions; staff exploring options for third party assistance with financial reporting functions.

Pass-through entity monitoring of the subrecipient must include: ? Reviewing financial and programmatic (performance and special reports) required by the pass-through entity (PTE). ? Condition, including Perspective Lehigh University passed through $3,277,289 to its subrecipients in the research and development cluster (R&D cluster), which represents approximately 10% of total R&D cluster expenditures for the year ended June 30, 2022. As a pass-through entity, Lehigh University?s Office of Research and Special Projects (ORSP) is responsible for monitoring the activities and compliance of its subrecipients. Monitoring includes reviewing the compliance audit reports from its subrecipients as they become available through the federal audit clearinghouse to ascertain the existence of non-compliance and appropriate follow-up with the subrecipient to ensure timely and appropriate corrective action is taken to remediate the finding(s). Our procedures performed determined that the Office of Research and Special Projects (ORSP) did not complete the review of their compliance reports within six months of acceptance of the audit report by the FAC. Cause and Effect The ORSP lost two full time personnel in summer of 2020, one of whom was responsible for the review of the subrecipient compliance reports and issuing the management decision for any audit findings. That position was not filled until the December 2021 and no one else in ORSP completed these reviews during this timeframe. The lack of monitoring subrecipients timely could result in continuing to pass-through federal monies to a subrecipient who is not in compliance with federal compliance. Noncompliance by a subrecipient that is not identified and addressed timely could jeopardize the University?s receipt of future federal awards and public reputation.
