Title: NOTE 3 - MICROLOANS Accounting Policies: NOTE 2 - SUMMARY OF SIGNIFICANT ACCOUNTING POLICIES Expenditures in the Schedule are reported on the accrual basis of accounting. Such expenditures are recognized following, as applicable, OMB Circular A-122, Cost Principles for Non-Profit Organizations, or the cost principles contained in the Uniform Guidance, wherein certain types of expenditures are not allowable or are limited as to reimbursement. Negative amounts shown on the Schedule represent adjustments or credits made in the normal course of business to amounts reported as expenditures in prior years. The Center has elected not to use the 10-percent de minimis indirect cost rate allowed under the Uniform Guidance. De Minimis Rate Used: N Rate Explanation: The auditee did not use the de minimis cost rate. The Small Business Administration (“SBA”) Microloan program is funded by loans from the SBA to the Center. From the SBA loans, the Center then makes small business microloans to eligible participants. The Center sells the guaranteed portion of the loan in a secondary market; however, still remains responsible for servicing the loans in their entirety.
