The accompanying Schedule of Expenditures of Federal Awards (the “Schedule”) includes the federal award activity of Victory College Prep., Inc. (the “School”) under programs of the federal government for the year ended June 30, 2023. A formal contract that required compliance with the provisions of the Davis-Bacon Act was put into place. However, the School did not obtain certified payrolls from the contractor for each week that work was performed under the contract.
