Accounting Policies: Expenditures reported on the SEFA are reported on the accrual basis of accounting. Such expenditures are recognized following the cost principles contained in the Uniform Guidance, where certain types of expenditures are not allowable or are limited as to reimbursement.
De Minimis Rate Used: Y
Rate Explanation: The auditee used the de minimis cost rate. The Institute utilizes the 10% de minimis indirect cost rate, which is allowed in accordance with the Uniform Guidance, as the Institute does not have an approved indirect cost rate with the Department of State.
