Title: BASIS OF PRESENTATION Accounting Policies: Expenditures reported on the Schedule are reported on the accrual basis of accounting. Such expenditures are recognized following the cost principles contained in the Uniform Guidance, wherein certain types of expenditures are not allowable or are limited as to reimbursement. Any negative amounts shown on the Schedule represent adjustments or credits made in the normal course of business to amounts reported as expenditures in prior years. De Minimis Rate Used: N Rate Explanation: Methow Salmon Recovery Foundation has not elected to use the 10% de minimus indirect cost rate. The Foundation has used the cost rate required by the grant funders. The Schedule of Expenditures of Federal Awards (the Schedule) includes the federal award activity of Methow Salmon Recovery Foundation under programs of the Federal Government for the year ended December 31, 2022. The information in this schedule is presented in accordance with the requirements of 2 CFR Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards, (Uniform Guidance). Because the Schedule presents only a selected portion of the operations of Methow Salmon Recovery Foundation, it is not intended to and does not present the financial position, change in net assets, or cash flows of Methow Salmon Recovery Foundation.

Any negative amounts shown on the Schedule represent adjustments or credits made in the normal course of business to amounts reported as expenditures in prior years. De Minimis Rate Used: N Rate Explanation: Methow Salmon Recovery Foundation has not elected to use the 10% de minimus indirect cost rate. The Foundation has used the cost rate required by the grant funders. During the year ended December 31, 2022, funds totaling $322,695 were expended under the Pacific Coast Salmon Recovery Pacific Salmon Treaty Program. While the grant agreement indicates that a portion or all of the funds for these projects are provided through a federal funding source (CFDA 11.438), the State of Washington Recreation and Conservation Office has not provided the Foundation with the amount of federal funds included. Because the federal portion of the expenditures is unknown, the full amount is included in the accompanying schedule of expenditures of federal awards.

The grant agreement with the Bureau of Reclamation indicates that a portion of the award passed through to the Foundation is federal funds and the additional amount is non-federal. Due to the fact that the Foundation is unable to determine what portion of total funds were from the federal funding source (CFDA 15.517), the full amount denoted as federal funds is included in the accompanying schedule of expenditures of federal awards.
