Title: DESCRIPTION OF MAJOR FEDERAL PROGRAMS
Accounting Policies: The accompanying schedule of expenditures of federal awards includes the federal grant activity of the Illinois Network of Child Care Resource and Referral Agencies (INCCRRA) and is presented in conformity with the accounting practices prescribed by the grantor, the Illinois Department of Human Services, which practices differ from generally accepted accounting principles. The schedule includes equipment purchases that would be capitalized and depreciated under generally accepted accounting principles. The schedule also excludes any change in the allowance for doubtful accounts for the GSP program, as well as any unallowed costs as determined by the funder. The information in this schedule is presented in accordance with the requirements of Title 2 U.S. Code of Federal Regulations Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance). Therefore, some amounts presented in this schedule may differ from amounts presented in or used in the preparation of the basic financial statements.

Rate Explanation: The auditee did not use the de minimis cost rate.
The major federal programs of INCCRRA were the Child Care and Development Fund Cluster (93.575 and 93.596) and the Governors Emergency Education Relief (GEER) Fund (84.425C). The purpose of the Child Care and Development Fund Cluster is to increase the availability, affordability, and quality of child care services. Funds are used to subsidize child care for low-income families where the parents are working or attending training or educational programs, as well as activities to promote overall child care quality for children, regardless of subsidy receipt. The purpose of the Governors Emergency Relief Fund is to provide LEAs, institutions of higher education (IHEs), and other education-related entities with emergency support as a result of the COVID-19 pandemic. GEER funds for an LEA are intended to support its ability to continue to provide educational services to its students and to support the ongoing functionality of the LEA.

INCCRRA did not receive any federal non-cash assistance, federal loans or federal insurance for the year ended June 30, 2022. In addition, INCCRRA did not pass through any federal grants to sub-recipients.
