Accounting Policies: 1. BASIS OF PRESENTATIONThe accompanying schedule of expenditures of federal awards (the Schedule) summarizes thefederal expenditures of Jacksonville State University (the University) under programs of the federalgovernment for the year ended September 30, 2022. The Schedule is presented in accordance withthe requirements of Title 2 U.S. Code of Federal Regulations, Part 200, Uniform AdministrativeRequirements, Cost Principles and Audit Requirements for Federal Awards (Uniform Guidance).Therefore, some amounts presented in the Schedule may differ from amounts presented in, or usedin the preparation of, the basic financial statements.For the year ended September 30, 2022, the University did not elect to use the 10% De MinimisIndirect Cost Rate permitted by Uniform Guidance.For the purposes of the Schedule, federal awards include all grants, contracts and similar agreementsentered into directly between the University and agencies and departments of the federal government,and all sub awards to the University by nonfederal organizations pursuant to federal grants, contractsand similar agreements.2. SIGNIFICANT ACCOUNTING POLICIES FOR FEDERAL AWARD EXPENDITURESFor purposes of the Schedule, expenditures for federal award programs are recognized on the accrualbasis of accounting. Expenditures for federal student financial aid programs include Federal Pellprogram grants to students, Federal Direct Student Loan Program, the federal share of studentsFederal Supplemental Educational Opportunity Grant (FSEOG) program grants, and Federal WorkStudy program earnings and administrative cost allowances, where applicable.

The University participates in the Federal Direct Student Loan Program (the Program), FederalAssistance Listing Number 84.268, which includes the Federal Subsidized Direct Loan, the FederalUnsubsidized Direct Loan, the Federal Graduate Student PLUS Direct Loan, and the Federal DirectLoans to Parents of Undergraduate Students. The University is not responsible for collection of theseloans. The amount of disbursements under the Program during the current year is presented in theschedule of expenditures of federal awards.
