Accounting Policies: Expenditures reported on the Schedule are reported on the accrual basis of accounting. Such expenditures are recognized following the cost principles contained in the Uniform Guidance, wherein certain types of expenditures are not allowable or are limited as to reimbursements.

Rate Explanation: The auditee did not use the de minimis cost rate.
The above schedule of expenditures of federal awards (the "Schedule") includes the federal grant activity of the Authority under of the federal government for the year ended September 30, 2022. The information in the Schedule is presented in accordance with the requirements of Title 2 U.S. Code of Federal Regulations Part 200, Uniform Administrative requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance). Because the Schedule presents only a selected portions of operations of the Authority, it is not intended to and does not present the financial position, changes in net position, or cash flows of the Authority.

Rate Explanation: The auditee did not use the de minimis cost rate.
In accordance with HUD regulations, HUD considers the Annual Budget Authority for the Housing Choice and Mainstream Voucher Programs, ALN No. 14.871 and 14.879, to be considered an expenditure for the purposes of this schedule. Therefore, the amount in this schedule is the total amount received directly from HUD and not the total expenditures paid by the Authority.
