Accounting Policies: NOTE 1 BASIS OF PRESENTATIONThe accompanying Schedule of Expenditures of Federal Awards (the Financial Statement) includes the federal award activity of the Pacific Islands Primary Care Association (a not-for-profit organization, the Organization) under the Technical and Non-Financial Assistance to Health Centers Program of the U.S. Department of Health and Human Services, Health Resources and Services Administration, for the year ended June 30, 2022. The information on this Financial Statement is prepared in accordance with the requirements of Title 2 U.S. Code of Federal Regulations Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance). Because the Financial Statement presents only a selected portion of the operations of the Organization, it is not intended to and does not present the financial position, changes in net assets, or cash flows of the Organization. NOTE 2 SUMMARY OF SIGNIFICANT ACCOUNTING POLICIESExpenditures reported on the Financial Statement are reported on the accrual basis of accounting. Such expenditures are recognized following the cost principles contained in OMB Circular A-122 Cost Principles for Non-Profit Organizations (codified in 2 CFR Part 230) and Title 2 U.S. Code of Federal Regulations Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards, wherein certain types of expenditures may or may not be allowable or may be limited as to reimbursement.
De Minimis Rate Used: N
Rate Explanation: The auditee did not use the de minimis cost rate. NOTE 3 INDIRECT COST RATEThe Organization has elected not to use the 10-percent de minimis indirect cost rate as allowed under the Uniform Guidance.
NOTE 4 PROGRAM FUNDED BY THE TECHNICAL AND NON-FINANCIAL ASSISTANCE TO HEALTH CENTERS The Organization was awarded funds by the U.S. Department of Health and Human Services, Health Resources and Services Administration, through the State and Regional Primary Care Associations project and the American Rescue Plan Act funding for PCAs project. The funds are used to support the Organizations program of providing training and technical assistance to community health centers in the US-Affiliated Pacific Islands Jurisdictions (USAPI), which include Palau, the Commonwealth of the Northern Marianas Islands, Guam, the Federated States of Micronesia, the Republic of the Marshall Islands, and American Samoa.

The Organization evaluated the Financial Statement for subsequent events through March 30, 2022, the date the Financial Statement was available to be issued. There were no events that would affect the Financial Statement presentation or disclosure in the notes to the Financial Statement for the year ended June 30, 2022
