Title: Note 3. Section 8 Housing Choice Voucher Portability Accounting Policies: Note 1. Basis of Presentation. The accompanying schedule of expenditures of federal awards (the Schedule) includes the federal award activity of the Washington County Community Development Agency (CDA) under programs of the federal government for the year ended December 31, 2022, except for Briar Pond, LLC as a separate Uniform Guidance audit was performed for this entity. The information in this Schedule is presented in accordance with the requirements of Title 2 U.S. Code of Federal Regulations Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance). Because the Schedule presents only a selected portion of the operations of the Washington County Community Development Agency, it is not intended to and does not present the financial position, changes in net position, or cash flows of the CDA. De Minimis Rate Used: N Rate Explanation: Note 2. Summary of Significant Accounting Principles. a.) Expenditures reported on the Schedule are reported on the modified accrual basics of accounting. Such expenditures are recognized following the cost principles contained in the Uniform Guidance, wherein certain types of expenditures are not allowable or are limited as to reimbursement. b.) The CDA has not charged indirect costs to any of the federal programs. Therefore the election of the de minimus cost rate is not applicable. Note 3. Section 8 Housing Choice Voucher Portability. As part of its Section 8 Housing Choice Vouchers Program, the CDA administered portable vouchers totaling $3,064,528 and related administration fees totaling $245,053, as the receiving public housing authority (PHA) for various other initial PHAs throughout the United States. The CDA does not consider these amounts received from the initial PHAs to be subrecipient payments, and therefore are excluded from the Section 8 Housing Choice Vouchers Program amount above.
