Finding Details

Federal Agency: Various Federal Agencies Federal Program Name: All Programs Subject to Audit Assistance Listing Number: Various Award Years: Various Repeat Finding: No Criteria: Title 2 U.S. Code of Federal Regulations (CFR) Section 200.512(a) requires auditees to submit the data collection form and reporting package to the Federal Audit Clearinghouse (FAC) within the earlier of 30 calendar days after receipt of the auditor's report or nine months after the end of the audit period, unless a different deadline is authorized under applicable federal requirements. Additionally, 2 CFR Section 200.508 requires auditees to arrange for audits in accordance with the requirements of the Uniform Guidance and ensure that the required reporting package is submitted timely. Condition/Context: The College did not complete and submit its required Single Audit reporting package for the fiscal year ended June 30, 2024, to the Federal Audit Clearinghouse within the prescribed timeframe. The reporting package was required to be submitted no later than March 31, 2025. Although the fiscal year 2024 audit has subsequently been completed, the related reporting package was not submitted within the timeframe required by the Uniform Guidance and is expected to be submitted following issuance of the current audit report. Additionally, the College has not completed and submitted its required Single Audit reporting package for the subsequent fiscal year ended June 30, 2025, which was due March 31, 2026. Cause: The College did not have sufficient processes and procedures in place to ensure the timely completion of its annual audit and submission of the required Single Audit reporting package to the Federal Audit Clearinghouse. Effect: The College's failure to timely submit the required Single Audit reporting packages resulted in noncompliance with the audit submission requirements of the Uniform Guidance. Delinquent submissions may result in increased federal oversight, potential administrative actions by federal awarding agencies or pass-through entities, and limitations on the ability of federal agencies and other stakeholders to timely evaluate the College's compliance with applicable federal award requirements. Questioned costs: None
