Notes to SEFA

The accompanying Schedule of Expenditures of Federal Awards (the Schedule) includes the federal award activity of the Authority under the programs of federal government for the year ended June 30, 2021. The information in this Schedule is presented in accordance with the requirements of Title 2 U.S. Code of Federal Regulations (CFR) Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance). Because the Schedule presents only a selected portion of the operations of the Authority, it is not intended to and it does not present the financial position, changes in net assets or cash flows of the Authority.
Expenditures reported on the Schedule are reported on a cash basis of accounting. Such expenditures are recognized following the cost principles contained in the Uniform Guidance, wherein certain types of expenditures are not allowable or are limited as to reimbursement.
The Assistance Listing Number, formerly known as the Catalog of Federal Domestic Assistance (CFDA) Number, is a five-digit number assigned in the awarding document for all Federal assistance award mechanisms, including Federal grants and cooperative agreements.
Such costs, as the nonfederal share of certain program costs, are not included in the accompanying Schedule.
For the year ended June 30, 2021, the Authority received no nonmonetary assistance. The grant amounts received are subject to audit and adjustment. If any expenditure is disallowed by the grantor agencies as a result of such an audit, any claim for reimbursement to the grantor agencies would become a liability of the PBA. In the opinion of management, all grant expenditures are in compliance with the terms of the grant agreements and applicable federal laws and regulations.
For the year ended June 30, 2021, the Authority provided no funds to subrecipients.
Public Assistance (CFDA No 97.036) After a Presidential-Declared disaster, FEMA provides a Public Assistance Grant to reimburse eligible costs associated with repair, replacement, or restoration of disaster-damaged facilities. The Federal government reimburses in the form of cost-shared grants which requires state matching funds.
The Authority had to revise 2021 Schedule report, for expenditures of U.S. Department of Homeland Security (Assistant Listing Number 97.036) that were to be claimed on private insurance as insurance claims. These claims did not constitute federals expenditures. After a thorough analysis, it was determined that the amount of $2,307,659 was covered by claims from the agency’s property insurance for damage caused by hurricanes and earthquakes, as follows: Previously reported $ 4,040,610 Adjustment 2,307, 659 Adjusted expenditures $ 1,732,951
The Authority has elected not to use the ten percent the minimum indirect cost rate allowed under the Uniform Guidance

Condition: During our audit of June 30, 2021 financial statements, we noted that single audit report for fiscal year 2020-2021 was not submitted by September 30, 2022. Cause: Lack of internal controls over financial reporting to produce financial statements on timely basis to comply with OMB reporting deadlines. Effect: Non-compliance with the above-mentioned requirement could lead to administrative actions by the grantor. It could also be interpreted as a failure to manage federal awards in compliance with laws, regulations, and provisions of contracts and grant agreements. Recommendation: To improve, execute and monitor accounting periods end closings as planned in order to get a financial statement on time to comply with the deadlines required. Effect: Amounts of FEMA federal expenditure reported in the previously reported SEFA were misstatedManagement response: The condition occurred due to the absence of a formalized reconciliation procedure to identify third-party reimbursements (e.g., insurance recoveries) prior to the compilation of federal expenditures reported in the SEFA.
