The accompanying schedule of expenditures of federal awards (the schedule) includes the federal grant activity of the Migrant Health Center Western Region, Inc. (MHC), under programs of the federal government for the year ended February 28, 2026. Note A to the financial statements of the Center include the subsidiaries identified as Laboratorio Clinico de Hormigueros, LLC and Island Properties PR, LLC. These are for-profit entities that do not have federal grant activities for the year ended February 28, 2026. The information in this schedule is presented in accordance with the requirements of Title 2 U.S. Code of Federal Regulations (CFR Part 200), Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance). Because the schedule presents only a selected portion of the operation of the Center, it is not intended to and does not present the financial position, changes in net assets or cash flows of the Center.
Expenditures reported on the schedule are reported on the accrual basis of accounting. Such expenditures are recognized following the cost principles contained in the Uniform Guidance, wherein certain types of expenditures are not allowable or are limited as to reimbursement.
The Assistance Listing Number (ALN), formerly known as the Catalog of Federal Domestic Assistance (CFDA) Number, is a five-digit number assigned in the awarding document for all federal assistance award mechanisms, including federal grants and cooperative agreements. Assistance listings are detailed public descriptions of federal programs that provide grants, loans, scholarships, insurance, and other types of assistance awards. The SAM.GOV assistance listing is the public online database showing all available federally funded programs.
State or local government redistributions of federal awards to the Center, known as pass–through awards, should be treated by the Center as though they were received directly from the federal government. The Uniform Guidance requires the schedule to include the name of the pass–through entity and the identifying number assigned by the passthrough entity for the federal awards received as a sub-recipient. Pass-through entity identifying numbers are presented when available. Numbers identified as N/A are not applicable and numbers identified as N/AV are not available.
The Uniform Guidance defines a cluster of programs as a grouping of closely related programs that share common compliance requirements. According to this definition, the US Office of Management and Budget have identified the Health Center Program as a cluster.
The Center has elected not to use the de minimis indirect cost rate allowed under the Uniform Guidance, which is 10 percent of modified total direct costs for Federal awards subject to the requirements effective prior to October 1, 2024 and up to 15 percent of modified total direct costs for Federal awards subject to the revised Uniform Guidance effective October 1, 2024
