Notes to SEFA

The accompanying Schedule of Expenditures of Federal Awards (the “Schedule”) includes federal grant activity of the Commission under the programs of the federal government for the year ended December 31, 2025. The information in this schedule is presented in accordance with the requirements of Title 2 U.S. Code of Federal Regulations (CFR) Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance). Because the Schedule presents only a selected portion of the operations of the Commission, it is not intended and does not present financial position, changes in net assets, or cash flows of the Commission.
1) Expenditures reported on the Schedule are reported on the accrual basis of accounting. Such expenditures are recognized following the cost principles of Title 2 U.S. Code of Federal Regulations (CFR) Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance), wherein certain types of expenditure are not allowable or are limited as to reimbursement.
2) Pass-Thru entities are named and identifying numbers are presented where available.
3) Non-monetary assistance, such as food commodities are presented in the accompanying schedules of activity at the fair market value of the commodities received and disbursed. During 2025, the Commission received and disbursed food commodities valued at $129,486
4) The Commission maintains insurance coverage with a blanket umbrella for liability of $2,000,000 and property and equipment coverage of $2,500,000.
5) The Commission elected to adopt the 10% de minimis indirect administrative cost rate for the year beginning January 1, 2016 and after. The Administrative cost allocated in 2023 to all combined federal and state program expenditures under the Uniform Guidance referenced above amounted to $1,524,308

Finding Details

View of Responsible Officials and Planned Corrective Action(s): - The Commission’s management understands this finding is required under the rules of the Uniform Aduit Guidance criteria and accepts same. The Commission encountered the perfect storm in the early months of 2025 while starting preparations for the annual single audit. These events included significant unplanned (long-term experienced) personnel “losses” and shortages, while also implementing new software, as well as battling the challenges of program funding shortages created by the volatile government shutdown early in the year. Overcoming all of the obstacles occurring simultaneously, overcoming the man-power shortage to adequately complete the 2025 year-end single audit reporting package took more time. Management will enhance all procedures to ensure timely filing of all annual reports as required
