Notes to SEFA

The accompanying Schedule of Expenditures of Federal Awards (the “Schedule”) includes the grant activity of federal award programs of the City of Stuart, Florida (the “City”) for the year ended September 30, 2025. The information in this Schedule is presented in accordance with the requirements of Title 2 U.S. Code of Federal Regulations Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance). Because the Schedule presents only a selected portion of the operations of the City, it is not intended to and does not present the financial position, changes in net position, or cash flows of the City.
This Schedule is presented using the modified accrual basis of accounting for expenditures accounted for in governmental type funds and on the accrual basis of accounting for expenses of the proprietary fund types. Such expenditures/expenses are recognized following the cost principles contained in the Uniform Guidance, Cost Principles for State, Local, and Indian Tribal Governments, whereas certain types of expenditures/ expenses are not allowable or are limited as to reimbursement. For purposes of this Schedule, federal programs include all grants entered into directly between the City and agencies and departments of the federal or state government with expenditures during the fiscal year. Federal programs and state financial assistance passed through from other government agencies are also included in the Schedule. The Schedule also includes reimbursements in the current year if qualifying expenditures were incurred by the City in prior years but were determined to be qualifying for reimbursement and received in the current year. Additionally, the City did not receive any noncash assistance, federal loans, or federally funded insurance during the year ended September 30, 2025
The City has elected not to use the de minimis indirect cost rate allowed under the Uniform Guidance.
The grant amounts received are subject to audit and adjustment. If any expenditures are disallowed by a grantor agency as a result of such an audit, any claim for reimbursement to the grantor agencies would become a liability to the City. Based upon prior experience, the City does not believe such disallowances, if any, would have a material effect on the financial position of the City. As of September 30, 2025, there were no material questioned or disallowed costs as a result of grant audits in process or completed of which management was aware. Any adjustments to grant findings are recorded in the year the adjustment occurs.

Finding Details

Federal Program: Coronavirus State and Local Fiscal Recovery Funds COVID-19 Award Listing Number: 21.027 Federal Agency: Department of Treasury Compliance Requirement: Procurement, Suspension and Debarment Type of Finding: Material Weakness in Internal Control Over Compliance Questioned Costs: None identified Criteria In accordance with 2 CFR §§ 180.300, 180.320, and 200.214, non-federal entities may not enter into covered transactions with parties that are suspended or debarred from participating in federal programs. Prior to awarding a covered contract, recipients and subrecipients must verify that the vendor is not suspended or debarred by reviewing SAM.gov, obtaining a certification from the vendor, or including an appropriate clause in the contract. Documentation supporting the verification performed should be retained to demonstrate compliance with federal requirements. Condition During testing of procurement transactions charged to the Coronavirus State and Local Fiscal Recovery Funds program, the auditee was unable to provide documentation demonstrating that suspension and debarment verification procedures were performed prior to contract award. Management indicated that staff routinely verified vendor eligibility through SAM.gov; however, evidence of the searches was not retained in the procurement files. As part of audit procedures, the auditors subsequently performed SAM.gov searches for the vendors tested and noted that none were suspended or debarred. Context Four (4) of four (4) covered transactions tested did not contain documentation supporting the completion of suspension and debarment verification procedures. The sample was not and was not intended to be, a statistically valid sample. Cause The auditee's procurement policies and procedures were not followed, which required documentation supporting suspension and debarment verification activities. In addition, management's review controls were not designed to ensure that evidence of compliance was maintained within the procurement file. Effect The lack of retained documentation increases the risk that contracts funded with federal awards could be awarded to suspended or debarred vendors and prevents the auditee from demonstrating compliance with Uniform Guidance procurement requirements. Federal procurement guidance emphasizes verifying vendor eligibility through SAM.gov or other allowable methods. Identification as a repeat finding Not a repeat finding Recommendation We recommend that management revise procurement policies and procedures to require the retention of documentation supporting suspension and debarment verification for all covered transactions, including: • Vendor name searched • Date of search • Search results • Evidence of review and approval Management should also implement a monitoring control to ensure required documentation is maintained before contract award and retained in the procurement file.
