Neighbors Building Neighborhoods d/b/a Muskogee Nonprofit Resources (the Entity) is the recipient of multiple federal awards. All federal expenditures from awards received directly from federal agencies as well as those awards that are passed through other government agencies are included on the Schedule of Expenditures of Federal Awards.
The accompanying Schedule of Expenditures of Federal Awards (the Schedule) includes the federal award activity of the Entity under programs of the federal government for the year ended December 31, 2025. The information in this Schedule is presented in accordance with the requirements Title 2 U. S. Code of Federal Regulations Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance). Because the Schedule presents only a selected portion of the operations of the Entity, it is not intended to and does not present the financial position, changes in net assets, or cash flows of the Entity.
Expenditures reported on the Schedule are reported on the modified cash basis of accounting. Such expenditures are recognized following, as applicable, Title 2 U.S. Code of Federal Regulations Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards, wherein certain types of expenditures are not allowable or are limited as to reimbursement. Expenditures for the Summer Food Service Program for Children are reported at the reimbursement earned for meals served during the year. Negative amounts shown on the Schedule represent adjustments or credits made in the normal course of business to amounts reported as expenditures in prior years.
The Entity does not have a federally negotiated indirect cost rate agreement and has elected to use the de minimis indirect cost rate allowed under the Uniform Guidance (2 CFR 200.414(f)). For federal awards issued prior to October 1, 2024, the Entity used the 10 percent de minimis rate. For federal awards issued, or amended to adopt the revised Uniform Guidance, on or after October 1, 2024, the Entity used the 15 percent de minimis rate. Where the awarding agency or pass-through entity limits indirect cost recovery to a lower rate specified in the award agreement, indirect costs were charged at the award-specified rate, which ranged from 6 percent to 8 percent of direct costs.
During the year ended December 31, 2025 the Entity did not provide any federal awards to subrecipients.
Department of Health and Human Services reserves the right to conduct additional audits of the Entity’s grant program for economy and efficiency and program results that may result in disallowed costs to the Entity. However, management does not believe such audits would result in any disallowed costs that would be material to the Entity’s financial position at December 31, 2025.
