Finding Details

Condition: Although the College performs the necessary selection procedures and suspended or debarred verifications, the College's policies and procedures do not have a written internal control in place. Criteria: 2 CFR sections 200.318 outlines that non-Federal entities must maintain written procedures that align with federal standards, detail conflict-of-interest rules, and reflect applicable state or local laws. Cause: The College does not have a written procurement policy that contains the necessary provisions stated above. Effect: Failing to have the appropriate written controls in place may result in vendors not being selected properly or are suspended or debarred. Questioned costs: None. Recommendation: The College creates a procurement policy to specifically address the requirements of 2 CFR sections 200.318. Views of Responsible Officials: Management agrees with the finding and recommendation, see corrective action plan.
