Notes to SEFA
The accompanying schedule of expenditures of federal awards (the “Schedule”) includes the federal award activity of YWCA Rhode Island under programs of the federal government for the year ended December 31, 2025. The information in this Schedule is presented in accordance with the requirements of Title 2 U.S. Code of Federal Regulations Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance). Because the Schedule presents only a selected portion of the operations of YWCA Rhode Island, it is not intended to and does not present the financial position, changes in net assets or cash flows of YWCA Rhode Island.
Expenditures reported on the Schedule are reported on the accrual basis of accounting. Such expenditures are recognized following the cost principle contained in the Uniform Guidance, wherein certain types of expenditures are not allowable or are limited as to reimbursement.
YWCA Rhode Island has elected to use the 15-percent de minimis indirect cost rate allowed under the Uniform Guidance.
Total expenditures in the accompanying Schedule of Expenditures of Federal Awards for the VA Homeless Providers Capital Advance Grant Program (ALN 64.024) include the unpaid balance of funding received in prior years for which the Federal government has imposed continuing compliance requirements. As of December 31, 2025, the VA Homeless Providers Capital Advance Grant had a balance of $2,030,000. The beginning balance of funding subject to continuing compliance requirements was $2,175,000 at January 1, 2025. Uniform Guidance (2 CFR 200.502) requires this amount be included in the basis for determining Federal awards expended on the current year Schedule because the Federal government remains at risk until the related compliance requirements have been satisfied. In addition, total expenditures reported on the accompanying Schedule of Expenditures of Federal Awards for the Coronavirus State and Local Fiscal Recovery Funds program (ALN 21.027) include funding received in prior years for which continuing compliance requirements remain in effect. As of both January 1, 2025 and December 31, 2025, the outstanding balance subject to continuing compliance requirements was $1,000,000. In accordance with Uniform Guidance (2 CFR 200.502), this amount is included in the basis for determining Federal awards expended because the Federal government remains at risk until the related compliance requirements have been satisfied. These amounts will continue to be reported on future Schedules of Expenditures of Federal Awards until all related continuing compliance requirements have been met.
