Notes to SEFA

The accompanying schedule of expenditures of federal awards (the Schedule) includes the federal award activity of Jackson County, MO Single Audit (the County) under programs of the federal government for the year ended December 31, 2025. The information in this Schedule is presented in accordance with the requirements of Title 2 U.S. Code of Federal Regulations Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance). Because the Schedule presents only a selected portion of the operations of the Organization, it is not intended to, and does not, present the financial position, changes in net assets, or cash flows of the organization. This Schedule includes only those awards received by the primary government.
The accompanying schedule of expenditures of federal awards is presented using the accrual basis of accounting, which is described in Note 1 to the County’s basic financial statements. Expenditures reported on the Schedule are recognized following the cost principles contained in the Uniform Guidance, wherein certain types of expenditures are not allowable or are limited as to reimbursement. Negative amounts shown on the Schedule represent adjustments or credits made in the normal course of business to amounts reported as expenditures in prior years. The Schedule includes federally funded projects received directly from federal agencies and the federal fund amounts of pass-through awards received by the County through the state of Missouri or other non-federal entities.
The County did not elect to use the de minimis indirect cost rate allowed under the Uniform Guidance.

Finding Details

Criteria or specific requirement: 2 CFR §180.300 and 2 CFR §200.332 require pass-through entities to ensure that subrecipients are not suspended or debarred from participating in federal programs. This may be accomplished by checking SAM.gov, obtaining a certification from the subrecipient, or including appropriate certifications in the subaward agreement. The pass-through entity should maintain documentation evidencing performance of the control. Condition: During testing of subrecipient monitoring controls for the JAG program, we noted the County did not maintain documentation demonstrating it verified the suspension and debarment status of subrecipients prior to issuing federal awards. Specifically, for the subrecipient selected for testing, management was unable to provide evidence that a SAM.gov search was performed or that a suspension and debarment certification was obtained and retained. Question costs: None Context: This finding applies to all three subrecipients that received pass-through funds during the fiscal year. Cause: County personnel were not retaining evidence that suspension and debarment verification procedures had been completed for subrecipients receiving federal awards. Effect: CLA recommends the County implement procedures requiring personnel to perform and retain documentation of suspension and debarment verification for all subrecipients prior to issuing subawards. Documentation may include SAM.gov search results, written certifications from subrecipients, or certifications incorporated into the subaward agreement. Repeat Finding: No Recommendation: CLA recommends the County implement procedures requiring personnel to perform and retain documentation of suspension and debarment verification for all subrecipients prior to issuing subawards. Documentation may include SAM.gov search results, written certifications from subrecipients, or certifications incorporated into the subaward agreement. Views of Responsible Officials: Management does not disagree with the finding.
