Notes to SEFA

The accompanying schedule of expenditures of federal awards (the schedule) includes the federal award activity of the City of Aberdeen (the City) under programs of the federal government for the year ended December 31, 2025. The information is presented in accordance with the requirements of Title 2 U.S. Code of Federal Regulations Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance). Because the schedule presents only a selected portion of the operations of the City, it is not intended to, and does not, present the financial position, changes in net position and fund balance, or cash flows of the City.

Finding Details

2025-005 Department of Treasury Federal Financial Assistance Listing 21.027 2022G-ARP-100, 2021 Coronavirus State and Local Fiscal Recovery Funds Reporting Material Weakness in Internal Controls over Compliance Criteria: 2 CFR 200.328 provides the authoritative requirements for reporting grant program performance and the Department of Treasury has published compliance and reporting guidance for the program available online. Controls should be in place for the review of the information required to be reported under the requirements of federal regulations and the specific program to ensure that information is accurate and complete prior before submission to ensure compliance with all applicable requirements. Condition: There was no review performed of the required annual report prior to its submission to ensure the accuracy and completeness of the reported information. Cause: A properly designed control procedure was not established and in place to ensure a review of the required report prior to submission for accuracy and completeness. Effect: While no material errors were noted in the accuracy and completeness of the information ultimately submitted and reported, the lack of a review control procedure by an individual separate from the preparer of the required report increases the risk that incomplete or inaccurate information is reported. Questioned Costs: None reported. Context/Sampling: No sampling was used. Repeat Finding from Prior Year(s): No. Recommendation: We recommend management design and implement a review control to ensure an individual separate from the preparer of the report, with sufficient knowledge and expertise, reviews the report for accuracy and completeness prior to submission. Views of Responsible Officials: Management agrees with the finding.
