Notes to SEFA

The accompanying Schedule of Expenditures of Federal Awards (the Schedule) includes the federal grant activity of the Municipality under programs of the federal government for the year ended June 30, 2025. The information in this schedule is presented in accordance with the requirements of Title 2 U.S. Code of Federal Regulation (CFR Part 200), Uniform Administrative Requirements, Cost Principles and Audit Requirements for Federal Awards (Uniform Guidance). Therefore, some amounts presented in this schedule may differ from the amounts presented in, or used in the preparation of, the basic financial statements. Because the schedule presents only a selected portion of the operations of the Municipality, it is not intended to, and does not present, the financial position and changes in net position of the Municipality.
The Assistance Listing Number (ALN), formerly known as the Catalog of Federal Domestic Assistance (CFDA) Number, is a five-digit number assigned in the awarding document for all federal assistance award mechanisms, including federal grants and cooperative agreements. Assistance listings are detailed public descriptions of federal programs that provide grants, loans, scholarships, insurance, and other types of assistance awards. The Sam.gov assistance listing is the publicly available online database showing all available Federally funded programs. State or local government redistributions of federal awards to the Municipality, known as “pass–through awards”, should be treated by the Municipality as though they were received directly from the federal government. The Uniform Guidance requires the schedule to include the name of the pass–through entity and the identifying number assigned by the pass-through entity for the federal awards received as a sub recipient. Numbers identified as N/A are not applicable and numbers identified as N/AV are not available.
The federal award requires a non-federal share of $5 million to be provided by the Municipality; the Municipality recognized the amount of $5 million.
Federal financial assistance expenditures are reported in the Municipality of Barceloneta, Puerto Rico Combined Statement of Revenues, Expenditures and Change in Fund Balances - All Governmental and Types as follows:

In addition, for the next two (2) fiscal years the Municipality cannot be considered by the auditor as a low-risk auditee. Questioned Cost: $0.00 (None) Recommendation: To prepare a calendar responsibility of Federal funds due dates financial statements to be prepared on time. Adequate training must be provided to finance personnel. The governing body must create an Audit and Finance Committee to revise monthly financial statements. Management response: The Municipality acknowledges the finding regarding the late submission of the Single Audit reporting package to the Federal Audit Clearinghouse. This delay was the direct result of extraordinary and unforeseeable circumstances. Midway through the engagement, the lead auditor unexpectedly passed away. This tragic event disrupted the audit process and necessitated the immediate termination and procurement process to engage a new independent public accounting firm to complete the Single Audit. Selecting, contracting, and onboarding the new audit firm alongside and re-evaluating financial documentation created a significant administrative and operational delay beyond the control of management. Municipal management remains fully committed to regulatory compliance and timely financial reporting. The engagement with the new audit firm is now fully operational, and the audit completion process is actively underway. Management has implemented internal monitoring controls and timeline tracking to ensure that all future Single Audit packages are completed and submitted to the Federal Audit Clearinghouse within the prescribed federal deadlines.
