Notes to SEFA

This Schedule is prepared on the same basis of accounting as the District’s financial statements. The District uses full-accrual accounting.
Emergency Intertie with the City of Renton: On March 14, 2024, the Washington State Military Department awarded the District a FEMA Building Resilience in Community (BRIC) Grant. The total grant amount is $2,877,994, split between FEMA & State funds (87.5%) or $2,518,244, and District funds (12.5%) or $359,750. The District has purchased a portable pump trailer to receive emergency water supplies from the City of Renton. Currently, the District has only one source connection from our wholesaler, SPU, and the emergency intertie would mitigate the risk of losing this single source. This project, Well #4, and WTP#2 projects are part of the same FEMA application. The intertie portion of this project is estimated at $400,000. As of 12/31/2025, the District has spent $302,095 with plans to spend another $97,905. High Valley Pump Station Upgrade: On April 11, 2024, the Washington State Military Department awarded the District a FEMA Hazard Mitigation grant to upgrade the High Valley Pump System. This includes Pump Stations #4, #5, and #6. The grant includes seismically reinforcing these pump stations, reinforcing the buildings and piping, updating the electrical and SCADA systems, and covering related engineering, permitting, and inspection fees. In addition, the grant covers new generators at each site. The total Grant award is $1,334,000. Of this amount, $1,167,250 (87.5%) is from FEMA and the State. The remaining $166,750 (12.5%) is the district's responsibility. As of 12/31/2025, the District has spent $1,702,442 with plans to spend another $817,558. This project has grown beyond the scope of the FEMA grant, so the district will pay additional costs.
